Hi, In simple words, the site plan is a detail of a plot area under the boundary of a building. It is a plan of the owner and used for the construction of an owners building.
The layout plan is a plan of a layout which include the site plan, parks, gardens, community drainage etc. It is a plan used for the construction of commercial buildings.
layout plan includes many numbers of the site plan.

Site plan:-
Sit plan, including the details of the area of plot or land beyond the boundary of the building. It is drawing at a small scale level.
Layout plan:-
Layout plan is including the decision of physical arrangements of all resources like desk, work center, cabinet, person, office, etc.
