The lump-sum is simply a single payment of money which is opposed to a series of payments made over time such as an annuity.
The quantity of steel is different in different structural elements because the load taken by different elements are different.

Lumpsum is simply the thumb rule used for various works for civil engineering. there are many types of thumb rules for a civil engineer which are used for the construction of work so that following are some of the most frequently used thumb rules.

Lump sum quantity of steel shall be as following based on thumb rule:
For G+1 … 1.92kg/Sq.ft
For G+3 … 2.7kg/Sq.ft
For G+7 … 4.2kg/Sq.ft
For tower_7 to 20 floors … 6 to 7.2kgSq.ft
